How do I create a widget that shows the average time to complete (Resolve/Close) incidents/requests by technician?
This would work well in a matrix widget set up like this:
Then add a column like this: Search tab
The only issue with this is the Duration function will not take into account pending time or SLA. If you have a calculated field in your Incident object that gives you the hours to Resolve or Close that takes into account pending and SLA working hours then you would use this for the Value tab:

I'm unable to find Business Object: Incident
As a result these options are not available:
• Field: Owned By• Order by: Owned By

You would simply alter your search going to the widget using a time Math expression where the target cut off date is 26 weeks ago. This way your data set only references the last 26 weeks and the averages should be built from that data set.
